The Prime Minister of the Republic of Azerbaijan Ali Asadov signed an Order on ensuring the implementation of the Order No. 1226 of the President of the Republic of Azerbaijan dated September 23, 2026 “On approval of the State Program on the development of the mining (metal ores) and metallurgical industry in the Republic of Azerbaijan for 2027–2030”.

In accordance with the Order No. 744s dated October 5, 2026, the Center for Analysis of Economic Reforms and Communication (CARE) was entrusted with a number of tasks related to monitoring and evaluating the implementation of the measures provided for in the State Program.

According to the Order, CARE will ensure the formation of the “Monitoring and Reporting Module for the Implementation of the State Program on the Development of the Mining (Metal Ores) and Metallurgical Industry in the Republic of Azerbaijan for 2027–2030” within the framework of the “e-monitoring” portal, of which it is the operator, within three months. From next year, monitoring and evaluation of the State Program will be carried out through that Module.

In addition, necessary measures will be taken to integrate the electronic information systems and portals of the relevant executive bodies into the “e-monitoring” portal in order to monitor and evaluate the implementation of the measures envisaged in the State Program.

The Ministry of Economic Development and Trade will submit information on the results of monitoring the implementation of the State Program to the Cabinet of Ministers of the Republic of Azerbaijan once a year, starting from 2028, by April 30 of each year. The results of the evaluation of the implementation of the State Program will be submitted to the Cabinet of Ministers twice - by June 30 of 2029 and 2031.

Also, information on the implementation of projects envisaged in the State Program will be posted in the “Project Management” module once a quarter, starting from 2027, by the 15th of the month following the quarter. Information on the results of the year on measures will be posted in the Module every year starting from 2028 until February 25.

In addition, the Ministry of Finance of the Republic of Azerbaijan and the Ministry of Economy of the Republic of Azerbaijan will ensure that information on the financing of projects implemented within the framework of the Action Plan is regularly posted in the relevant module.

Thus, the Ministry of Economic Development and Trade will ensure that the progress of measures and projects implemented under the State Program is monitored on a single digital platform, systematic reporting is carried out, and results are monitored and evaluated.
